I don't understand the need for downturning. Lots of guitarists do it for whatever reason and I've played with plenty who do. They say that the band tunes down a half step so they can play in E-flat. OK. I can play in E-flat without detuning. I can play in any key without detuning. I'm a bass player. I don't detune and I never use a capo.
 
I tune to whatever the band decides as a group.
Every cover band I've been in for the last 40 years tuned standard.

All of my original band's EP is in Drop D, but we tune standard for a lot of the newer songs.
One of my basses is set up for BEAD tuning because I sometimes need those extra notes but don't like 5s.

If you want to form a KISS tribute band, E flat tuning is essential.
