American Elite V truss rod doesn't turn

I have an American Elite V and their truss rod doesn't turn in either way (loosen and tighten), it seems stucked. I'm trying turn it using the Allen wrench provided by Fender and I am afraid to force and it broken.
Any suggestion?
It's a dual action truss rod so: if forced to tight or loose it can be break?

Is it a good idea to try turn it with a longer wrench/tool?
Is always a good idea to try loosen it first even in a dual action truss rod?
If you take the tension off, you won't need a longer tool. Always loosen the strings and then pull the headstock in the direction you are trying to move the neck.

I have adjusted others basses that I already have but this one is the hardest one...
Anyone could have adjusted hundreds of basses, but there could be just that one, for whatever reason.

I've been adjusting the relief on my basses for many years, even Alembics with dual truss rods.

That won't matter a bit if I run into a truss rod nut/wheel that won't turn with normal to moderate force. The day that happens, that bass is going to a guitar repair guy that has experience with stuck truss rod nuts/wheels.
