Does it fit: Bugera Veyron Tube amp & Markbass 151p + 102p?

When connecting cabinets to an amp, you need to know the minimum load it will be happy with. In the case of your Bugera, the minimum is 4 ohms.
1 x 8 ohms cabinet = 8 ohms total = okay
2 x 8 ohms cabinets = 4 ohms total = okay
1 x 4 ohms cabinet = 4 ohms total = okay
2 x 4 ohms cabinets = 2 ohms total = NO!

The 151P is an 8 ohms cabinet.
The 102P can be ordered as either 4 or 8 ohms. Make sure you get the 8 ohms version.

Use Speakon cables with genuine Neutrik connectors to connect the head and cabinets.
There are two ways to connect everything up: neither is better than the other.
Option 1
Bugera speaker output A —> cabinet A input, cabinet A output —> cabinet B input.
The connectors on the cabinets are in parallel so it doesn’t matter which you use.

Option 2
Bugera speaker output A —> cabinet A input
Bugera speaker output B —> cabinet B input
Never connect both amplifier outputs to the same cabinet.

No, you cannot use it with your 115 because combined, the total impedance will be less than the minimum 4 ohms that the amp will support.

You cannot use a 4 ohm and 8 ohm cabinet together if the head will only support a 4 ohm load as most amps do. I'd pass on the 4 ohm 102P and look for the 8 ohm version.

No. Minimum 4ohms on that head. 8+8 or one 4. Those are your options.

Might the speakers in the 4 ohm 210 be re-wired for eight ohms?
And would that affect power handling? Contact the manufacturer if possible.;)
No, the only options would be 4 ohms and 16 ohms.
