Does it matter which pickup is in series with which when connecting 2 pickups in series?

As the title says, does it matter if you connect the neck pickup in series with the bridge pickup or you do it the other way around?

As in, does it matter if you connect the neck ground to the bridge hot or the bridge ground to the neck hot?

No. No difference.

If your pickups have exposed pole pieces, I'd recommend thinking about which pickup you tend to brush with your thumb when you rest it on the E string. Having this pickup with its inner windings (coil start) connected to earth will mean you won't get (hardly) any buzz when you touch the pole pieces.
