Is it possible to get into a Masters program (performance or theory/composition) if your bachelors degree is not music related? Assume here that while gaining the bachelors, the student continues to take lessons, perform in ensembles, and continue work in theory and composition.

Of course! You simply need to meet the entry requirements, in theory, history, and performance. Many schools have an graduate entrance exam. If you pass the exam, and you meet prerequisites for required courses, you're good to go.

Ali Yazdanfar got into Rice University as a Master's student after receiving a degree in physics from Johns Hopkins. He had been taking lessons at Peabody on the side. He is also very good at the bass.

Yes, in fact the principal bass in Montreal was admitted into the Rice Masters program with a physics degree from Johns Hopkins. As far as I recall he won the Houston job a month or so after getting started with the degree. In fact, I wish more players would do what he did as it makes for well rounded musicians and gives you a way out if you have to leave the business later on.
