High action and high fret buzz

I just bought a Squier Jaguar Bass a week ago, it sounds very nice, but for some reason i can't get the action as low as I want because it starts making some buzz on the high frets.
Low frets and middle frets don't buzz, only high frets
What should I do to get a lower action while getting rid of the high fret buzz?

That action looks like it's a mile high. Follow these steps and see how the bass responds:
