You adjust to feel, there is no set measurement to set them to. It is up to you to decide how tight/loose/smooth you need.

How much "play" do you like? For the record / word of warning: Hipshot uses a particularly tenacious thread-lock during the assembly process. Make sure you have a properly sized hex key when adjusting. I've rounded-out more than a couple of the cap screw tensioners over the years.
