Is it possible to fill an inlay route with rosewood dust and glue?

I think you could, but the glue would depend on what kind of wood it is going on. That said I would probably only use either epoxy or CA glue. Which one, again would depend on the wood it's going on, as either can soak into surrounding fibers, which may or may not be good depending on what the outcome is hoped to be.

Same thoughts as Beej. If to show, or hide. Hide might be real difficult given sorrounding grain patterns...

If you mean to effectively remove/hide an inlay - then no, not really. The glue and dust trick is often suggested as a wonder fix which makes mistakes invisible, but in reality it's far from perfect and really only good for small voids in certain species. Anything bigger than small cracks and gaps and the best fix is inlaying a piece of the same wood.

If you meant as an inlay material, it can work but will lack definition compared to a solid inlay.
