I had a really nice five-string bass for orchestra player when I lived in Germany which I sadly had to sell when I came over to the States, does anyone know somewhere where I can get an affordable replacement?

Also, a couple of people I know have the Eastman 5-string. The one I tried had a 43" SL, but sounded pretty good.
Where in the US are you located? I know of a nice 5 string Shen for sale in Miami, Florida, if that's a reasonable distance for you.
HipShot D-tuner costs $130
Nowhere near as exciting as a five-string DB but it's emprically better than nothing and you can't beat the dollar-per-note return.
