I have a brand new MIM Fender Player Precision Bass. Would the Gotoh GB2 '4 in Line' Bass Tuning Keys a) fit, and b) be an upgrade over the stock tuners?
No, Hipshot HB7’s are direct 27:1 ratio tuners for MIM Fender Player series Precision Basses. I had them on that bass as well as other Fender Standard (MIM) basses.

GB2’s will not fit Player Series basses without redrilling. As @LoveThatBass rightly observes, Hipshot HB7’s are direct replacements for the stock tuners.

Set of 4 for right handed bass
You can drive old bushing out to install the new one but many times I left the stock bushing in and worked just fine. I found an extension for 3/8” drive ratchet turned upside down and inserted ( using round end that attaches to the ratchet) against the bushing from the back side of headstock and using a rubber mallet drives it out nicely. If you use a hammer put a rag over the end you hit to keep from damaging the extension.
Just my opinion but unless there is a problem with the tuners or you have a neck dive issue, tuners are possibly the least bang for your buck upgrade you can make.
