Only Paypal linked to US accounts?

I just wanted to reavtivate my Supporting Membership, and suddenly my Paypal account is not accepted anymore, cause it's linked to a bank account outside the US.

Is this intentional, or an unwanted side effect of the new software? Very inconvenient for me.

I have allowed non-us paypal accounts now. I'm sorry I had to disable them for a while due to spammers.
