More than what you're asking for, but you might consider a Zoom B3. Aside from serving as a headphone amp with drums, it has effects, a tuner, a dozen amp sims, a dozen cabinet sims, a looper, and a USB interface that can be used for control and recording.

Also more than you're looking for, but the Roland Micro Cube Bass RX 4x4" has built in practice beats and tempo control, tuner and some more stuff

Nice. Didn't know about that. Same stuff that's in the B3 without some of the unneeded things for a practice box.
