You can't get there from here
I know that Audacity does remove vocal tracks from cd or mp3 because I was on a site that shows how Audacity does it.

Audacity is free.

There are also other programs like "Karaoke Anything!" that do it too, but not as complex as Audacity.

As long as the recording isn't mono or off-center vocals they do work for the most part.

I don't have Audacity.

Question:- After doing the above on Audacity is it also possible to slow down a track or change the key?

My interest in this is:- I'd like to be able to remove vocal tracks on songs and use them as vocal practice tracks....but I'd need to change the key on many songs and I also have some creative ideas where a song might be slowed down as well.

I've never removed a vocal with Audacity, but have changed the key numerous times on tracks with the "change tempo" effect. However, the further away you get from the original, the worse the sound gets--it creates an exponential number of aural artifacts which may or may not bother you in a practicing situation.

If I owned a Billy Sheehan bass, that doesn't automatically mean I will be able to play just like him.

Just like the bass, Audacity is only as good as the person using it.

I have been using Audacity to record some bass tracks. I seems like a very labor intensive interface for mixing, but simple enough to record one track. I didn't know it was fancy enough to process vocals out of a track.

I think Audacity will only be able to remove the dry vocal from a track, and only if it's centered in the mix. I believe the reverb on the main vocals will remain. But as practice, it may be good enough.

Other options:
Band in a Box
youtube - Search: Songtitle + Karaoke
youtube - Search: Songtitle + Backingtrack
purchase a Backing track: Some sites are $1 per song. Not a bad investment.
Download midi tracks, import them to a DAW and customize as necessary (I haven't tried this, so I don't know how available the midi tracks are)
Program your own tracks with a DAW (They're really easy to do truthfully)

Audacity will be able to change key or tempo

You can do this to some songs, it depends how the vocal is mixed in the stereo field. Here's what you can try (all the while hoping it works):

Drag the mp3 into Audacity,
Copy the track on to a track below.
Pan one track hard Right, the other Hard Left.
If it sounds good, highlight both tracks and export as mp3.

Good luck.
