Hello. In my experience it can be. But it depends on other factors, too. Really, you should be adjusting with your ears, not your eyes or a calipers.
My split coil P pickup height adjustments usually end up either as you described, lowered slightly at E and G, or in a slope with the high point at E and low point at G.
