What is this? Passive "warm treble boost"

This product "is designed to extenuate the high end from your bass guitar and pickups, This allows you to do away with the sterile plastic and clicky sounding horns in your bass cabs. After much research we have found that the relationship between the horn, crossover and speakers in bass cabs is actually a detriment to the natural tone of the Bass guitar instrument itself.

The Treble rush Mod keeps the tone and volume more consistent as it flows through and is controlled by the volume pot. After a lot of experimentation with 4 and 5 string, active and passives bass's this IS the' choice for a vintage sounding Fat, sweet, warm, defined and well rounded Bass tone. The Tropical fish caps, made in Holland, are highly sought after for mods in all kinds of gear. This cap combined with the Vishay metal film resistor sounds Far superior to any other mods or tweeters out there. These are genuine Old School Tropical Fish polyester film type caps from the late ’60s,Nothing made since the 1960's sound as good as these.

You will see other Mods here on reverb sloppily put together, simply twisting a cheap resistor to the prongs of a capacitor. We do not do this, we carefully hand wind each prong from each component together (please see pictures 3, 4 and 5. 3 is of the 2 components hand wound together, 4 is of the hand wound coil coated in silver solder and picture 5 is of the Mod wrapped and protected in 3M heat shrink tubing.

Leaving these prongs bare is dangerous because you have exposed un insulated metal inside your volume pot cavity. This is why ours are sealed.

These are new, never used and come with our standard warranty.

Yes, but is all that language decribe a simple (typical) capacitor?

Not exactly snake oil, but lots of BS in that ad. Yes, it's a cap, and caps works really well for tone shaping (IMO). What a cap does it shifts the resonant peak down to a lower frequency. The resistor dampens the peak so it's arguably more pleasant.

BUT... no single cap (VALUE) will work for all pickups and all systems. I much prefer switchable caps to dial in the sound. Beyond the value (capacitance), I cannot tell any sound difference between different caps, but I guess exotic names and colors excite some people :)

Edit: didn't see it was for a treble bleed, but half of my post still applies :D

guitarists have using treble bleed networks ( there's also a series version) for a long time now
you should be able to get these for pennies (no need for anything fancier than a cheap ceramic our film cap)

I have done a lot of different circuits in my (and other folks’) instruments. I also design pro audio gear for a living - I know the issues with various electrical components.

It’s a capacitor and a resistor. Worth a buck or two at most - for the small signals in our instruments, a panasonic poly capacitor is as good as any boutique thing you can dream up, and better than some.
 
It looks like a simple treble bleed mod that can be done for a few bucks.
That is my guess too.

For those who don't know what the treble bleed mod is, as you turn down the volume of your guitar or bass, you lose some treble. Adding a simple cap and resistor allows the treble to "bleed through" and keeps the treble.

The effect is small, but is noticeable.
