What to do about Squier Affinity V neck

soninhave this Affinity Jazz V, which has been significantly modified...most of you have seen it...

I swapped out the neck because the frets were wearing out at an amazing rate, as well as having a slightly weird issue with its straightness...
Let me try to explain:
If I tighten the truss rod to more or less straighten the neck, the area of 1st and 2nd frets would hump backward, causing severe buzzing at those frets. If I loosen the truss so that the 1st and 2nd frets would be normal, there would be way too much relief at the 12th. I had a previous Affinity that did the same thing, but not as much, so this seems to be a reoccurring issue with these basses...

So as a "why not?", I pulled the frets out of the original neck and had it laying around for about 6 months or so.

I installed it the other day to see if I still have any of my Fretless chops....and I freakin love it...!!!
So what can I do with a neck that has this weird warp in the first two frets that cause me grief? I tried sanding that portion down by hand, and it worked some, but it isn't perfect. I don't want to get too carried away and screw it up altogether. I got it to have a tolerable amount of relief without buzzing too badly at the 1st fret.
 
It's just a thought, but did you check the VM neck's nut-slots to see if they were cut too deep? That turned out to be the issue with a used MIA Jazz right after I bought it. It's A-string kept buzzing up a storm, despite all my attempts to set it up properly.
