If you flip it to passive mode will the battery still drain if the cable is plugged in?

As with most active electronics, yes, but possibly not as fast as if they are in active mode. It is still best practice to unplug the bass when it will not be used for an extended period of time (more than a couple of hours sitting, such as after soundcheck before a gig).
