First order of business... Welcome to TB.

I might suggest, that along with your question, you add a little brackground about why you're asking.
If it's just out if general curiousity, that's fine. And you'll get a lot of opinions and probably not much consensus.
However, if you have something in mind that you're going to do with a 15, you might want include that.
It can help everyone focus better on whatever needs you have.

And expect things to get out of control a bit. Probably in a good crazy way. We're all just a bit off center around here.
We like to argue, have fun, and go off the rails now and then. Just thought I'd warn you.

Who makes the better 15 inch speaker - Eminence or Celestion?

Neither. Both make a dozen or so different fifteens, which one is best for a particular application depends on the driver response, T-S specs, the cab it's going into and your budget.

Eminence really seems to be on the cutting edge of speakers suitable for bass guitar use these days, that's probably why most cabs you see out there use Eminence. You can even call them up and talk directly with a speaker designer to decide which driver is best for you. Outside of Eminence, I'd also consider the Faital 15PR400 which is an incredible driver that Mesa uses in the Subway 115 enclosure.

Eminence is most common in the US because it's a US company, they are fairly low priced, and fairly good. Celestion is similar in price and performance. There are 2 or more higher end manufacturers. I have a pair of RevSound cabs with Celestion neo drivers that I like just fine - the owner of RevSound happens to have a strong relationship with Celestion.

I think most all top end providers will have products that tend to give them a particular edge over competitors offerings in certain operating conditions. Since all designs are the result of trade-offs and balancing requirements, it's easy to envision situations where one brand may be the best choice and other circumstances where a competing product might be much better suited for the application/operating environment.

What most everyone said above is spot on. If you still can't decide which is better, buy both, cut them in half, and attach them together.

Eminence offers 15's with a much longer excursion than the Celestions. Which means ultimately more volume.

Celestion has some drivers with plenty of Xmax as well, especially if you are a bigger OEM.

Not a very good choice for MANY players without a mid driver, unless a dark tone is preferred (IME).

...and at the end of the day it still all comes down to trade-offs which make most sense to the designer to achieve the desired voicing, performance, and other miscellaneous goals...for some design excursions (forgive the play on words), one high quality product may have characteristics which optimally work within the trade space for reasons which have absolutely nothing to do with it being the best, or even a better product...
