The file "Recalculation of manufacturer tension data.xls" is OK and the values are changeable, even the detuning up and down (no leading + for a positive number).
BUT YOU NEED TO DOWNLOAD it as an XLS file and open the downloaded file in a program that can read (and write) Excel spreadsheets like OpenOffice, LibreOffice, Microsoft Office, Apples Numbers etc.
If you look at it in a web browser, it is converted to HTML and that makes any data in it static and not changable.
