Do peeps bother to read that the OP mentioned as having "tuner, pre-amp, compressor, eq, amp, cab and di" in the chain, but was thinking along the lines of an additional 3 'core' pedals I guess and another 2 optional.
Now the housekeeping is out of the way I would say Chorus, Overdrive and Fuzz as part of the 'core'. and Wah and Flanger as optional

Fellas, OP stated in the ORIGINAL post (if you chose to read it carefully before voting) that he already has compressor, EQ, and tuner sorted.

Trying to nip all these unnecessary responses in the bud (which I'm sure is a futile effort...). So let's try reading fully before contributing to the group! :)
Forgive me for offering input which has already helped out a fellow bassist.
 
I'd say drive, modulation, and synth (depending on what you go with, this includes octave and filter in my mind).

Delay is nice, but I'd sooner add a second instance of one of the above (light dirt and fuzz, phase and chorus, synth and a stand alone filter or Octave.

It all depends on the the set though. I like to craft tones similar to the record.

I know you said exluding them, but just noting that compression is a must for me as well as an amp sim for when I go straight to FOH. I often run multiple compressors in the same chain. At the input, and one at the output.

I can play a gig with noting but a DI. But my HX Stomp XL setup has a compressor, Octaver, eq, delay, a boost, and the amp sim. The EQ and comp are on all the time. I use the octaver frequently, the boost for the (very) occasional solo section, and the delay is great of fretless and for at least one song I use the tap delay as a major component of the song. I'd like to get a synth bass patch going because I'm needing that more and more but I haven't gotten that worked up yet.
 
What kind of effect is a “Chord”? Is that a typo that’s supposed to be “Chorus”?

Because aside from the “given” you’ve listed, for that time period of covers a chorus is really the only must-have.

I would include some overdrive and an envelope filter in case, for fun.

I usually base the effects I “need” off of the actual setlist, but it could depend on whether you all try to re-interpret the songs or mostly are going for standard cover band fare.
 
I'm using a clip-on tuner, so that's covered. My bass has an on-board eq, but I might sometimes also tweak my tone at my amp.

The one gizmo I use nearly all the time is a Broughton HPF. Never know when I'm going to need it, but when I do, it's no mystery. I own an Aguilar TLC comp and it's fine, but I never use it. My HPF is my #1 essential.

I could potentially use a few different things including: Envelope Filter, Fuzz, Delay, Synth, Semi-heavy Drive...

While I don't want to get into the expensive habit of buying a stomp box to use for only one song, I haven't had much luck so far with a multi unit (Zoom B6). Right now I'm in another round of trying to get to know it and make it work for me, but more and more I'm leaning toward putting together a not-so-big board.
 
For a long time I had ESB compressor, BBE Stompbox, OC-3 Octaver. Also a Southampton all things equal clean boost, and once in a great while Boss chorus. I don't use any of them anymore. I've posted this little story many times: In a hurry, forgot my pedalboard. End of the first set, our sound guy walks up to me and says "You sound great! What did you do?"

No ability to vote for multi-effects, but I have a Zoom B1 FOUR multi-effects pedal, so I've got it all covered. My main "effects" are Compressor, Chorus, Delay, Overdrive, Octaver, and EQ, most of which are already built-in to preset patches I've selected with very little tweaking. Some are used individually and some are together. Of course it also has a built-in tuner, 50 different drum tracks and a looper.

The Zoom runs into my little Xenyx 4 channel mixer where the output can either be via USB to my laptop (for personal recording), headphones or via the Main Out to either my combo amp's input or to another mixer for monitor/main FOH. All mounted to a single board and effects and amp are plugged into a small power strip for a single on/off switch for all, which is velcroed to the top of my amp or as a desktop all-in-one solution.
