Truss rod nut too big for headstock hole?

I worked on a bass that had the same issue.

After I filed down the plastic grommet with a rat tail file, I needed to use clamps on the neck to induce just enough backbow for the nut to slide freely.

I hadn't thought about putting a backbow into it... I might have to try that!
