Starting chord-changes at "the and of 4"

in afro cuban its very commonly the and of two and the downbeat of four that is emphasized. its all in the clavé. the and of four is also really common in pop punk kinda stuff. its very exciting to anticipate the down beat with big chord hits, but it can be easily overplayed.

I think it also depends on the era/type of clave used. For example a son clave has the hits on the 3 side on the one the and of two and the four. Where as more modern styles like Timba use a rhumba clave where the hits are on the one the and of two and the and of 4 on the three side.

I'm confused. Are you talking covers? If so, I'd never play it anywhere it doesn't belong, and always play it where it's supposed to be. You can't go adding that in or taking it out willy nilly with recognizable music.
If we're talking originals...well you can write that in wherever you want. If the guitarist is doing the composing, that's his prerogative.
 
It's signature Keith Richards, that push between 4 and the following 1. Listen to 'All Down the Line' or 'Rocks Off' from Exile on Main Street, just one of many examples of this in the Stones catalog.

Yeah you're just looking for the term "syncopation". It's very common.

And it works great.

That being said, play and write songs that sound great to you. If that's syncopated, fine. But don't make it some sort of "signature sound". Your music will become a bit one dimensional. Let the song be what it is. If it sounds great syncopated, do it. But try them all straight and syncopated. Go with whatever sounds best for that song.

I knew a guitar player who used to start changes on the '4-and' of the preceding bar. Turned out he couldn't change position quickly enough to fill the measure and make the change in time for 1 in the next bar...
 
If you were writing the measure in standard notation, would you write it in 7/8?

NOoooooo! I only emphsasize "no" because you have been derailed or are about to derail someone into confusion. You merely place an 8th note on the "and of 4" and tie it to the same note on beat 1 of the next measure.

Yeah happen a lot in the 80's hair band days, nice to add here and there, but don't live by that sword, meaning don't put it into every song you guys write, it will be harder to lock in a groove or hold the pocket when the time comes, not to mention you guys will have to be tight, one step away and it is hard to bring it back in. Panama is a good example suggested by Slinkp.
